So, if Salinas and his cronies are Mamones, what do you call the little guy (2nd from right) holding the real scissors while el alcalde holds the ceremonial cutters?
He just looks way, way too happy to cut that ribbon for Salinas.

One minute everybody is mocking the man with the giant scissors. The next they're taking evasive manuevers. Mr. ribbon cutter can't help but have the last laugh.
